Public Affairs & Communications Recruitment
Your message deserves the best, does your recruitment process deliver?
That is the central problem in public affairs and communications hiring. The professionals who would make the strongest contribution to your organisation, whether an agency, a charity, a membership body or an in-house team, are already employed, well-networked and selective about what they consider.
They do not respond to job advertisements. They move through trusted relationships, at the right moment, when the opportunity is presented with credibility and context.
Westminster Search is built around reaching those people. Not the ones who are available, the ones who are right person to deliver your message.
What we do and what we don't
Westminster Search is a specialist recruitment consultancy for public affairs and communications. We work with agencies, charities, NGOs and membership bodies to identify and secure professionals who can operate credibly in complex political, regulatory and stakeholder environments.
We do not work on graduate or entry-level roles. We do not run volume recruitment processes. Our work is centred on manager and director-level appointments, where experience, judgement and cultural fit determine whether a hire succeeds or fails.
That focus is deliberate. In a market where the best candidates are rarely available and reputations travel quickly, quality matters more than speed.
What goes wrong when organisations hire without specialist support
The failure modes in public affairs and communications hiring are consistent across organisations and sectors. They are worth naming.
- Hiring from the active market, candidates who are available, rather than from the pool of people who are performing well and would only move for the right opportunity
- Receiving high volumes of applications that look plausible on paper but do not hold up when assessed by someone who understands the sector
- Making hires under time pressure that are almost right, and discovering the cost of almost right over the following twelve months
- Appointing candidates who can do public affairs or communications, but not both — and finding out too late that the role needed both At manager and director level, these are not minor inefficiencies. They are expensive, disruptive and, in a sector where everyone knows everyone, visible.
Who we work with
Our clients fall into two groups, each with distinct hiring patterns and requirements.
Agencies
Public affairs and communications consultancies, including those with a property and planning focus, that need to hire into a competitive candidate market without the internal capacity to run an extensive search process.
In-house teams
Charities, NGOs and membership bodies hiring into public affairs and communications functions. Often mission-driven roles requiring professionals who understand both policy and stakeholder complexity.
The roles we recruit
We concentrate on mid-to-senior appointments, particularly:
- Account Managers and Account Directors in public affairs and communications agencies
- Senior consultants, team leads and advisers
- In-house public affairs and communications managers
- Heads of public affairs and leadership-level positions Our core strength is at manager and director level, where the difference between the right hire and the wrong one has real consequences for team performance and client delivery.

A case study: building a team from the ground up
One of the most demanding briefs Westminster Search has handled was a complete team build-out for a property and planning stakeholder engagement function, hiring across all levels, from Account Executives through to Account Directors, within a highly specialised market characterised by small, concentrated talent pools.
The approach combined detailed market mapping with targeted candidate engagement and a deliberate focus on how the roles were positioned to the market, establishing credibility for a new entrant in a competitive space where reputation matters immediately.
The result was a four-person team, built to specification and operational within the required timeframe. Eight years on, that team remains in place and continues to perform strongly.
What clients say
"Westminster Search does not waste time with marginal candidates: those who reach your attention are all people you would want to hire; the challenge becomes which one to choose."
Gregory — Managing Director
"Joseph was able to provide high calibre candidates at very short notice. He stayed in close contact throughout the process, and was always helpful."
Mark — Head of Public Affairs, National Charity
About Joseph Henry
Westminster Search is led by Joseph Henry, who brings 16 years of experience across politics and recruitment.
After beginning his career in Westminster and Holyrood — working for both a Member of Parliament and a Member of the Scottish Parliament, Joseph moved into recruitment, building a career that spans turning around a failing boutique agency, executive search and leading in-house recruitment for an international organisation.
Joseph's expertise lies in discreet candidate attraction and the strategic marketing of roles, two capabilities that most recruiters treat separately, and that Westminster Search combines into a single, more effective approach.
In a sector where context matters as much as capability, the ability to assess a candidate's credibility, not just their CV, is what separates a well-judged shortlist from a wasted process.
Why clients engage us
Clients typically come to us in one of three situations:
- The market is tight and strong candidates are not coming forward through normal channels
- A previous hiring process has not delivered the quality required
- They need a recruiter who understands the specific dynamics of public affairs well enough to make a credible judgement, not just fill a brief
We are not the quickest option. We are the option that delivers the right person, and in a relationship-driven sector, that distinction matters.
Where we work
The majority of public affairs and communications roles are London-based, and that is where the bulk of our work sits. We also support clients across the UK, reflecting the genuinely national nature of politics, policy and communications work.
